You aren't getting any errors or warnings from MDT during deployment? I suspect you have an MDT rule or something that's clearing that. Would require some in-depth troubleshooting to find it. I would recommend installing it Office manually using the same config on a brand new VM with no Office installed. Then try looking at the licensing status for that and I'll bet you see a product ID returned with a license.

On your test VM don't join it to a domain just to make sure you don't have something in Group Policy that's affecting it. Any idea where I'd get this "subscription-referencing license key"? Office activates fine but I have to close out of the product key screen myself and I don't want our end users having to do that.

So weird. The only thing I can think of is maybe its because I'm installing from downloaded files during the deployment. I'll remake my VM that way and see if it makes a difference. Are you saying you download fresh installation files during the deployment and then install? Meaning you're doing both of these commands during the deployment?
